The 4th Substitute of this bill changed the Ultra Low NOx water heater rule from applying statewide to only applying in the ozone and PM2.5 non-attainment areas of the state. This was also in Rep. Snider's HB499. It was the distributors and the suppliers that requested the rule be statewide, as a result of input from the stakeholder process when the rule was developed in 2015.
