Shelly’s career in public policy began in 1983 at the Utah Legislature’s Office of Legislative Research and General Counsel, and she has represented a wide range of interests as a registered lobbyist since 1989. Her deep understanding of Utah’s political landscape—spanning the Governor’s Office, Legislature, state regulatory agencies, and local governments—makes her an invaluable voice for pragmatic, solutions-based approaches to improving air quality.
