HB 072 Electricity Rate Amendments

This bill repeals Rocky Mountain Power's energy balancing account for expenses after Dec. 31, 2024 and requires that the Utah Public Service Commission only approve recovery of costs by a regulated utility if it demonstrates benefits from investments to Utah customers, including related to new facilities, infrastructure, and liability costs.

This bill was brought due to frustration with Rocky Mountain Power's rate increase proposal. In August, 2024, the utility proposed a 30.6% increase in electricity rates over two years. After much concern was raised by the public and the legislature, RMP reduced the proposed increase to 18.1%. However, the legislature is still very concerned that the utility plans to recoup the original proposed increase through the energy balancing account. It is assumed that the overall impact to rate payers in RMP territory would be that of the higher increase.
