Sen. Escamilla is committed to working on this issue over interim to have more consensus. She has worked tirelessly to do something that works for Utah regarding diesel emissions.
This bill creates a registration requirement for owners of non-road equipment like rail locomotives and other heavy equipment, not including farm equipment. The registration fees for this equipment will be placed into the Environmental Mitigation and Response Fund.
Registration fees for rail locomotives are as follows:
$10,000 for a tier 0 or tier 1 locomotive;
$1,000 for a tier 2 locomotive;
$500 for a tier 3 or newer locomotive.
For most other non-road equipment the registration fee is $45 if operated in a county in the non-attainment area (PM2.5 or Ozone) and $30 if operated in a different county.
