This bill allows local highway authority to enact an ordinance prohibiting or restricting certain commercial vehicles from unnecessary idling, and allows a local highway authority to charge a road usage charge during episodes of poor air quality. This bill also creates a "bounty" type program where individuals can report idling vehicles and get up to 25% of the penalty imposed as a reward.
