A 1st Substitute for this bill has been made public on 2/22. The substitute bill removes most of the original bill and focuses on what to do when a person does something to either avoid or cheat an emissions test, and imposes a local emissions compliance fee on certain heavy duty vehicles using the fees for emission related enforecemnt. 

This bill establishes a policy regarding reducing certain emissions; addresses possible revocation of a vehicle registration for avoiding emissions testing; clarifies civil penalties by counties; provides for counties to notify the Motor Vehicle Division of the use of an address that is not a bona fide address to avoid emissions testing; requires specified state agencies to develop plans to reduce emissions; repeals outdated language regarding air quality mitigation; and makes technical changes.
